OBP 回收组织标准适用于把已收集的海洋绑定塑料变成再生料（片料、粒料等）的工厂。进货必须来自获证收集（或其他被接受的 OBP 来源）并带链条文件。

## 认证覆盖范围

- 对有文件的 OBP 批次进行机械（或范围内其他）回收
- 出成、杂质与产出批次记录
- 从获证收集到再生料销售的监管链
- 向获证生产商/用户或品牌销售 OBP 再生料

## 本标准不覆盖的内容

- 田间收集（收集组织）
- 没有品牌标准的成品消费品牌声明
- NEU 抵消服务

## 采购方与运营方常问的问题

### 常规 PET 与 OBP PET 能否同线回收？

若满足标准的身份与质量平衡/隔离规则，可以。无文件混合导致 OBP 产出虚增是核心不符合。

### 除 OBP 外是否还需要 GRS？

GRS 是 Textile Exchange 再生含量标准。OBP 是来源（海洋绑定）加 OBP 体系规则。纱厂可能被要求两者都有，一张 TC 不能互相替代。

### 某车收集文件缺失怎么办？

该车不能进入 OBP 声明数量。若工艺允许，作为常规再生料存放，比强行计入 OBP 更安全。

### 能否把 OBP 粒料卖给未获证的加工商？

加工商若不在相应 OBP 标准内，就不能传递 OBP 产品声明。材料可以卖，声明会中断。

## 审核前需要准备的材料

- 每车 OBP 的进项收集 TC/送货文件
- 工艺流程与出成计算
- 杂质的实验室或质量记录
- 与 OBP 再生料批次匹配的出项发票
- 纳入范围的委托洗涤/挤出
