本标准适用于谁
OBP NEU（中和）适用于按 OBP 中和规则资助或组织海洋绑定塑料收集、以抵消客户塑料足迹的服务商。它不是客户产品含有 OBP 再生料的声明。
认证覆盖范围
- 塑料足迹与资助 OBP 收集的中和核算
- NEU 服务商、客户与获证收集组织之间的合同
- 避免同一收集吨数被重复计算
- 对外声明用语限于中和，而非产品含量
本标准不覆盖的内容
- 瓶子或服装中的实物再生含量（品牌/生产商-用户/GRS）
- 未获收集认证却运营收集点
- OBP NEU 规则之外的碳抵消或塑料信用额
采购方与运营方常问的问题
仅被 NEU 覆盖的产品能否印刷“由海洋绑定塑料制成”？
不能。NEU 意味着为匹配足迹而资助了收集。它不会把 OBP 分子放进该 SKU。含量声明需要品牌或生产商/用户路径。
OBP NEU 吨数是否等于塑料信用登记？
仅当这些吨数遵循 OBP NEU 规则并有收集认证。其他登记处的通用塑料信用不会自动成为 OBP NEU。
同一收集吨能否既当 NEU 又当再生含量出售？
重复计算是核心风险。必须遵循吨数唯一分配规则；审核员会查找同一批次卖两次。
客户公司是否需要自己的 OBP 证书？
