本标准适用于谁
OBP 收集组织标准适用于在源头收集海洋绑定塑料（有进入海洋风险的塑料）的组织。它不是回收厂证书、不是品牌含量声明，也不是塑料中和（NEU）服务。
认证覆盖范围
- 在塑料入海前于限定 OBP 地理区域内收集
- 收集批次的来源、重量与聚合物类型文件
- 收集模块要求的工人与场所控制
- 将收集的 OBP 连同文件移交获证回收组织
本标准不覆盖的内容
- 把片料或粒料变成再生树脂（回收组织标准）
- 在消费品中放入 OBP 含量（品牌或生产商/用户标准）
- 为抵消足迹而资助收集（NEU 标准）
采购方与运营方常问的问题
海滩垃圾在 OBP 下是否等于海洋绑定塑料？
OBP 使用限定的距海岸距离/路径定义。并非所有“海洋塑料”营销照片都合规。收集地图与区域证据比岸边拍照更重要。
品牌能否仅凭我们的收集证书印刷 OBP 标志？
不能。品牌需要品牌（或生产商/用户）标准，以及从获证收集到回收的链条。收集只是第一环。
是否还需要 Social+？
Social+ 是组件标准，不会自动包含。买方若指定，须单独纳入范围。
内陆城市的混合市政废物能否计入？
仅当符合 OBP 来源定义并可被证明。没有区域证据的普通城市废物通常会被拒绝。
审核前需要准备的材料
- 对照 OBP 地理定义的收集区域地图
- 按聚合物/来源的过磅与批次记录
- 与收集者和接收回收商的合同
- 收集作业的职业健康安全记录
- 将进入回收商进货 OBP 的送货单

- 没有区域证明却把内陆废物称为海洋绑定
- 仅凭收集证书签发品牌吊牌
- 过磅单与交付回收商的重量不符
- 收集场把常规塑料混入 OBP 批次
