What is the Turkish Organic Agriculture Regulation?
Published by the Republic of Turkey Ministry of Agriculture and Forestry, the "Regulation on the Principles and Application of Organic Agriculture" is the official national legislation that all operators wishing to produce, process, package, import, or market organic agricultural products, food, and feed within Turkey's borders must follow. The primary objective of this regulation is to protect the ecological balance of nature, maintain soil and water vitality, support biodiversity, and provide consumers with transparently audited, reliable products. For a product to bear the terms "organic" or "ecological" in Turkey, it is a legal requirement that it be produced in accordance with this regulation and certified by bodies authorized by the Ministry.
Key Technical Criteria of the TR Organic Regulation
The regulation sets strict rules across the supply chain, from farm to fork. The technical framework of this legal structure can be summarized as follows:
Transition Period (Conversion):
When switching from conventional to organic farming, a "transition period" is mandatory to cleanse the land. This period typically ranges from 2 to 3 years, depending on the type of crop (annual crops, pastures, or perennial fruit trees). Products harvested during this time are marketed as "in-conversion" products, not "organic."
Input Control and Prohibitions:
Synthetic chemical fertilizers, synthetic plant protection products (pesticides), hormones, and weed killers (herbicides) are strictly prohibited during production. Only natural inputs listed in the regulation's annexes are permitted.
Genetically Modified Organisms (GMOs) and ionizing radiation cannot be used at any stage, from seed to final product.
Traceability and Labeling:
Products that are certified according to the regulation and contain a minimum of 95% organic ingredients by weight must feature the official "Organic Agriculture - Republic of Turkey" logo on their packaging.
Organic products must not be mixed with conventional products during harvesting, transportation, storage, or processing. All processes must be retroactively traceable through invoices, producer receipts, and certificates.
Who this standard is for
The Turkish organic programme is for operators who produce, process, or market organic products on the Turkish market under the Ministry of Agriculture and Forestry rules. The legal framework is commonly referenced as Law No. 5262 on Organic Farming and its implementing regulation. Certification is issued by a control body authorised by the ministry. It is domestic organic regulation; export to the EU or the United States usually still needs EU 2018/848 compliance or NOP (or a current equivalency) in addition.
What is certified
- Plant production, livestock, aquaculture, and processing/handling covered by the Turkish organic regulation
- Conversion periods, farm and process records, and authorised inputs under the TR rules
- Labelling with the Turkish organic indications / logo for the domestic market
- Control-body inspection, sampling, and certificate of the operator for TR organic scope
What this standard does not cover
- Automatic right to use the EU organic logo or the USDA organic seal
- GLOBALG.A.P. or İyi Tarım Uygulamaları (İTU) treated as organic
- Textile, cosmetic, or detergent schemes (farm ingredients may still need TR organic if sold as organic in Türkiye)
- Equivalence to NOP or 2018/848 unless a specific arrangement says so
Questions buyers and operators usually ask
If we are TR organic, do EU or US buyers accept the same certificate?
Domestic buyers in Türkiye look for the ministry programme and an authorised control body. EU buyers placing goods on the EU market as organic almost always need 2018/848 compliance certification and a COI; US buyers need NOP or a covered equivalency. Plan two (or three) scopes if you sell locally and export. Do not tell an EU importer that Law 5262 replaces 2018/848.
Who is the competent authority and who audits?
The Ministry of Agriculture and Forestry is the competent authority. On-site control is done by control bodies authorised by the ministry. The operator contracts a control body; the certificate names the operator, products, and sites in the TR organic scope. Changing control body requires transfer of the file, not a silent gap year.
Does Law 5262 still matter if the implementing regulation has been updated?
5262 is the framework law still commonly cited for Turkish organic farming. Day-to-day obligations sit in the current implementing regulation (principles and implementation of organic agriculture) and in ministry communiqués. Auditors check the current regulation and authorised input lists, not a brochure summary of 5262. Use the regulation in force for conversion dates, livestock rules, and labelling.
Can a processor be TR organic if farmers are not?
Processed organic product needs certified organic incoming lots. A mill or packer certificate does not turn conventional crop into TR organic. Farmers (or a certified group) must be in the control system, with transaction documents matching the processor’s intake. Split processing is possible only with identity preservation.
What to have ready before the audit
- Operator registration data and list of production / processing / storage sites in Türkiye
- Parcel or barn maps, conversion start dates, and previous-use declarations
- Input inventory against TR-authorised fertilisers, plant-protection products, and feed
- Harvest, processing, and sales records with lot identity
- Label proofs using only TR organic indications for the domestic claim
- If you also export: separate application files for EU 2018/848 and/or NOP
Frequent findings
- Printing the EU logo or “EU organic” on a TR-only certificate
- Processor intake without TR organic farmer documents for the same lots
- Unauthorised input listed as “organic-compatible” by a supplier but not authorised in Türkiye
- Assuming İTU or GLOBALG.A.P. satisfies a TR organic buyer
- Control-body scope that omits a warehouse or subcontracted packer still used for claimed lots
